Administrative HistorySon of the civil engineer, Sir John Hawkshaw (1811-1891), John Clarke Hawkshaw was born on 17 August 1841 in Manchester. He was educated at Westminster School and Trinity College, Cambridge, graduating in the Mathematical Tripos. Between 1865-1868 he was a pupil of his father, and later Assistant Engineer, during the construction of the Albert Dock, Hull. In 1870 he became a partner in his father's civil engineering firm, which he continued after his father's retirement in 1890.

Hawkshaw was a member of various scientific societies, including the Geological Society, and notably served as President of the Institution of Civil Engineers, 1902-1903. He died on 12 February 1921.
